dust in the environment can cause bloodshot eyes, as can Allergies. If it is just an irritation, you might want to try irrigating their eyes with sterile saline, which you can buy at a drugstore (Make sure not to get the solution with added cleansing/sterilizing agents for contacts--you just want sterile saline with nothing added.) It might take a while for them to get used to having their eyes done. But if you used an eye-dropper and kept it hidden until just before you put in the drops, you will beable to sneak up on them.
I dont believe so.

the puppys eye film has not yet disolved all the way yet to give it the release of its eye lids. therefore its not somthing to worry about, it just means that puppy is taking a little longer than the others to develope. or it can also mean that the puppys eyes (are) able to open, but the puppy hasn't gotten the hint yet that its able to, so it just feels that its eyes should stay closed because they don't quite get it yet.

Blood shot eyes can be a symptom of alcohol intoxication, but they can also be caused by other factors such as allergies, dry eyes, eye strain, or lack of sleep. So, blood shot eyes alone are not necessarily a definitive sign of being drunk.
HBP stands for high blood pressure, which is a condition where the force of the blood against the artery walls is consistently too high. This condition can put extra strain on the heart and blood vessels, increasing the risk of heart disease and stroke.
The puppy is very hyper/excited.
"Un perrito" in Spanish means "a puppy" in English.
