First Class mail is not the same as Priority Mail. Packges to be sent First Class must not weigh over 13 ounces, and there is no flat-rate box with First Class. Packages over 13 ounces can be sent via Priority Mail, which does includes flat-rate boxes, in addition to regular Priority Mail zone-rate shipping.
