Lugia would have a similar diet to a whale, possible that of an orca....Or and variety of water type pokemon (salt water clearly). It is widely hypothesized that, being from the Jhoto region it would probably eat mostly tentacool, tentacruel or magicarp give it's size. However due to the fact that true animals do apparently exist in the pokemon world, a Lugia would most likely eat regular fish of the non-superpowered variety.
