ABS system is inoperable and there is something wrong with the non-ABS part of your brake system.
Generally the ABS uses wheel speed sensors which look like a round plastic piece in front of a trigger wheel on the hub of the axle. When one or two wheel stop suddenly the ABS computer releases the brake for a split second. Hence the term Anti-lock Brake System.
the ABS light indicates a problem in in Abs system, a brake light indicates a problem with main braking system. such as low fluid level, leaks in system, parking brake on etc. Abs system works in conjunction to brake system. but abs system is not the main or basic braking system.

A brake "relay" would probably be used in an ABS system. That needs to be checked out by a qualified mechanic that is familiar with the ABS brake system.
Look under the hood for the ABS system. Follow the brake lines from the master cylinder and they will go to the ABS if it has one. Some Villagers had ABS and some did not.

The abs light is a separate system from the brakes.. I know that sounds funny but the abs system is after the break system. Your brakes will still work if the abs is inop. The brake light is usually a fluid level indicator in the master cylinder, not a light to tell you to replace the pads or shoes. I would look for a fluid leak or a problem with the parking brake.
