You're not going to believe this, but as of 2005, it was the Vatican!! The last comprehensive report on wine consumption by country was carried out by the CIA for their World Fact Book, as reported by the Wine Institute of California (http://www.wineinstitute.org/resources/statistics). It showed Vatican City State consuming just over 62 litres per capita, 2 litres per capita ahead of second place Andorra, and 7 litres more than the French! The Holy See has a population of about 900, most of whom are male and all are adults. 62 litres is 419 5 ounce glasses, less than 2 glasses a day and some of that is used for Sacramental wine.
