Welsh people are from Wales, which is a part of the United Kingdom (which consists of England, Scotland, Northern Ireland and Wales).

Welsh is supposed to be the native language, but it is largely not spoken by Welsh people in the southern areas, whereas Welsh speaking as a first language is much more widespread in the northern area of the country.

Wales has it's own Assembly Government, but it doesn't completely govern itself as much of legal powers still remain with the UK Government in London, but the Welsh Assembly Government is allowed to do quite a lot of things for the country themselves without having to ask London; there was recently a yes vote for more powers to the Assembly Government in 2011.
