In the old days, the capital changed every few years. In the end Bern was chosen because it is fairly central in Switzerland and because the city of Bern offered an attractive location to the confederation to build the parliamentary building on. It almost lost to Zurich tough. But because Zurich is now anyways the "economic capital" and Geneva is the city with all the UN stuff it seems fair that the third biggest city is the capital now.Correction: The 3rd biggest city is Basel. Bern is the 4th biggest city.
