There are five levels: Brahman, Kshatriya, Vaishya, Shudra, and Harijans. Each of these castes is referred to as a jati. People are expected to live the entirety of their lives within their castes; there is no change in fate. This system has been enforced in India for ages and has instilled a sense of expectancy in its people.

actually Caste System was widely accepted in Ancient India. Nowadays Caste System is hated by almost every Hindu.
An Untouchable is the lowest rank in the Caste System in India so an Untouchable must be within the lowest rank in society in India.

Actually it has to do with geographic location of the state with respect to India and then followed by city's location within the state although the system is different for metros.

A merit of present day education system in India is that it helps work towards the goal that India should be a developed country by 2020, by facilitating presence of skilled labor.
