There are three men in the Dragon's Den temple. Of course, he is the one in the top middle. If your party is full, then he will not give you a Dratini. Go to the Poke Center and deposit one of your Pokemon and go back. Then he will give you a Dratini. If this doesn't work, you REALLY must've done something wrong. Hope this helped you!
