There are 15 perks in MW2. Each perk can be upgraded to a pro version. There are 5 in the 3 tiers:
Tier 1 - Blue:
Marathon: Unlimited Sprint / Marathon Pro: Climb Ladders and Objects Faster
Sleight of Hand: Faster Reloading / Sleight of Hand Pro: Aim down the sight faster
Scavenger: Resupply from dead enemies / Scavenger Pro: Extra ammo
Bling: Have 2 attachments on primary weapon / Bling Pro: 2 attachments on secondary
One Man Army: Switch classes in-game / One Man Army Pro: Switch classes faster
Tier 2 - Red:
Stopping Power: Increased bullet damage / Stopping Power Pro: Increased bullet damage towards aircraft
Lightweight: Increase speed by 7% / Lightweight Pro: Aim down sight faster after sprinting
Hardline: Killstreaks require one less kill / Hardline Pro: Deathstreaks require one less kill
Cold Blooded: Invisible to thermal scopes and enemy killstreaks / Cold Blooded Pro: When enemy aims at you no red name or red crosshair appears
Danger Close: Increased explosive damage / Danger Close Pro: Increased killstreak damage
Tier 3 - Yellow / Green*:
Commando: Increased melee range / Commando Pro: No fall damage
Steady Aim: Increased hip-fire accuracy / Steady Aim Pro: Hold breath longer with sniper rifles
Scrambler: Jam enemy radar (mini-map) when close to them / Scrambler Pro: Delays claymore explosions
Ninja: You do not appear on enemy heartbeat sensors / Ninja Pro: Silent footsteps
SitRep: Detect enemy equipment through walls / SitRep Pro: Enemy footsteps are louder
Last Stand: When killed you drop down and start to bleed out with a pistol / Last Stand Pro: Use equipment in Last Stand
Here are the levels at which you unlock the perks:
Level 1 - Marathon, Sleight of Hand, Stopping Power, Lightweight, Commando, Steady Aim
Level 9 - Hardline
Level 13 - Scavenger
Level 17 - Scrambler
Level 21 - Bling
Level 25 - Cold Blooded
Level 29 - Ninja
Level 33 - Danger Close
Level 37 - SitRep
Level 41 - Last Stand
Level 45 - One Man Army
After level 45 all perks are unlocked. You must be at least level 5 to unlock pro perks because level 5 is the level at which Challenges are unlocked and they are what are required to get Pro Perks.
* I say Green / Yellow because some perks in the Tier look yellow and one looks particularly green and there is much debate so I just say both.
