That would depend on the culture and government of the country you are referring to, but in reference to the category I would still have to say that many would argue even in the US there are many differing views concerning your question.
I took a Political Science course in college that taught about Madisonian Citizenship, that could possibly answer your question. I'm not sure exactly what you mean by 'good', because following the law and respecting authority would make you a good citizen. But Madison believed that all citizens should be active and a participant in the government of not only their local area but the nation as a whole.
Being an educated and active participant in the process of the government is what Madison argued made you a good citizen.
1. Having a cheerful personality. 2. Be helpful when ever needed. 3. Be generous and think of others. 4. Respect the enviorment. 5. Avoid bad temptations. 6. Be honest. 7. Avoid troublesome people. 8.(Optional, but strongly recommended) Learn self defense. It's a harsh world out there, and you never know when you might need it. I can go on for days with this. Listed above are the most important ones. follow them well. If you obey number 8, use your skill wisely.
