They are called peyot (Sephardic) or peyos (Ashkenazic). (The difference in pronunciation is a matter of accent or dialect.) The Torah includes a commandment that "thou shall not square the corners of your head." What that means is not obvious, but the traditioinal understanding holds that it forbids shaving. There are Jews who grow their beards and sideburns long as a way to underline their observance of this commandment.

Other Jews note that Jewish tradition allows the use of scissors to trim a beard and sideburns to any length, including trimming very very short, and they note that electric razors work like scissors, snipping the hairs and not scraping them off like a razor. This is why you can find observant Orthodox Jews today who are clean shaven.
