If you are asking about the inside of your computer, I would suggest grounding yourself by touching any metal surface (outside of your computer) and make sure your computer is completely turned off initially.

Parts of the computer that are safe to touch:

The metal casing

The hard drive (as long as you are gentle with it, and don't shake it.)

The RAM (you want to touch the ram on the very edges, avoid touching the "pads" on the middle of the cards.)

The CD Drive (completely safe to touch)

The Motherboard. (you do not want to mess with the little cylinders on the mobo. They are crucial to your computer running properly.)

Parts of the computer I would not recommend touching unless you absolutely know what you're doing:

The Processor. (this is the brain of your computer, do not touch it unless it is absolutely necessary.)

Make sure you know where all of the chords are coming from, and where they are going before you remove any.

you can touch the keyboards and mouse the power box and the speakers the one thing you should not touch is the screen

That would be hardware. You cannot touch software, since software is virtual and invisible. Software is not diskettes and CDs, but the contents of those items.

Well, you would need to be more specific. the only thing you shouldn't touch the the bottom of the heatsink on then CPU because that would mess with the thermal paste.
