The British. Imperialism denotes that an Emperor would be in charge (or an Empress, in Victoria's case), so the titular head would have been the British monarch. The structure of government was similar to the Canadian and Australian colonies, with a Governor General in place of the Monarch.

Great Britain officially governed from 1858 to 1947, in a period known as the "British Raj." However, many European nations set up some sort of settlement in India centuries before, as the spices and teas on the subcontinent was much sought after.
