Not based on information I have encountered. Most of the native populations (then called Indians) seemed to have straight hair. However, at some points in American history, there were intermarriages between white people and natives; so it is possible that as a result of this, a white man with curly hair might have passed on that gene to his child.
Generally, Native Americans have little facial hair. They are closely related to people from Asia who also have little or no facial hair.
Africans are especially known for having extremely curly hair, but there are other ethnicity's that can have curly hair as well. It just depends on if you have the gene for curly hair.
