To play it without a internet connection, on PC or MAC, you can't. You would need to buy and play it on a console (Xbox 360 or PS3) which i believe still requires a internet connection to run the game.
If you didn't want to download the data, you can copy the tf2 folder from anothers persons steam folder and copy it into yours. the files will update to your profile when you start TF2.
As there may be some differences, you may need to download only a few files to complete the install.
