World wide differences in what and how an education entails make this a difficult question.

In the USA, education to ANY level should be a fundamental right. If we were to educate our own people perhaps it would be easier to answer this question in terms of a world wide 'right'.

The current state of education in the world is too fractured and combative to produce any kind of educational 'rights'.
