Work of long term schedular is to admit new process to ready queue(forked() or program form disk ). Multiporgramming means having more than one processes in the memory(RAM) at a same time(may not be executing). so as long term scheduler brings new processes into the memmory we can say it controlls the degree(#process in RAM) of multiprogramming.
