On the late 90's early 2000 Chrysler vans the radiator or cooling fan relay is a common item to fail and costs anywhere from 40-60 dollars at a parts store. The symptom you notice first is typically and overheating problem. Don't assume it is just a coolant level problem, because the water might have boiled out before you realized what was happening. If the relay has failed the fans will not work thus not cooling the engine. You can diagnose by simply visually checking if the fans turn on or not. The relay is the most common (and easiest to fix) reason for fan failure. The relay is typically located below the air duct on the front driver side screwed to the radiator brace/frame about 18-20 inches (About the length from elbow to finger tips) off of the ground. It is near the end of the radiator hanging vertical with the face of the relay aiming toward the passenger side of the van. It is about the size of a large processor chip or a saltine cracker (for the non computer savvy) with one cable plugged into it. You will likely have to remove the battery (maybe even the battery plate), unscrew the air vent and move it out of the way to make room to reach it from above. If you are dexterous you may be able to reach the relay from underneath the van. It has two small (try 9mm first) screws holding it on. Once the relay is loose it should be able to be dropped down and reached from below. Remove the relay from the cable by pushing the red lock sideways and then pressing down on the black tab before pulling it out with some medium pressure. The new relay attaches easily by pressing into the cable connector and then sliding the red lock back in place. Replace all of the removed items (the van won't start without the battery) and then check the relay by running the van and making sure the fans start working (It may take several minutes for the van to heat up enough the kick the fans on).
