There is no group of people of which I am aware that believe that war and revolution should be constant or quasi-constant aspects of life. However, the debate centers on whether there are instances when the best way to improve a situation or the only way to improve a situation is through violent actions such as war or revolution. I hold that it does.
The foremost case in which war is necessary is the case of defensive war. If a belligerent force or nation attacks and you do nothing you forfeit your rights to live in peace and to be able to have a voice in your own life. There are pacifist groups which literally sat still while their lands were stolen from them and their people were enslaved. People have a right to live in peace and that right should be defended against those who would wish otherwise.
The next most common case is government intransigence. Historically, a number of governments have been unwilling to listen to the needs of their people and put them in dangerous and problematic situations. As a result, people have needed to catch the ear of government. If the government will not permit peaceful protests, sometime violent revolution is necessary to change the government.

As necessary as the cold war was....so yes
A war is just fighting, technically. A revolution changes everything, but it doesn't really have to be war.
Russia's new government took them out of World War I after their revolution.
The Revolutionary War, also known as the American Revolution (1775-1783)
