Whale Sharks and Basking Sharks feed on plankton. In the sea it is hard to separate the phytoplankton from the zooplankton so if its a filter feeder it might be considered a herbivore, since they do ingest what are technically plants.

However, it has been discovered that Basking Sharks actually preferentially pursue certain favored types of zooplankton. This certainly seems to indicate that their preference is the zooplankton and therefore should be considered primarily carnivorous, and only "accidentally" herbivorous, in the same sense that a lion is not really herbivorous even though it may ingest plant matter from it's prey's gut.

Sharks are exclusively carnivores, which means they will only eat meat. There are some occaisions, most notably in the case of the tiger shark, where sharks will eat things that are not even considered food, such as license plates, but this is due to an accident on the shark's part.
