Yes most are because they can blind people and can crash planes and helicopters. I think that 1mW and less is legal but I might be wrong
Lasers differ in price between manufactures and quality. i have found a 100 mw laser for $16.00. But as a buyer you have to be careful, ordering any laser over 5mw to the U.S is illegal. I do not know how strictly it is enforced. Correction to your reply: Lasers over 5mw are illegal to IMPORT to the USA. 100% legal to purchase in the US
Some laser pens are not dangerous indoors. A laser pen with five mW will not harm someone and is visible enough to see. But other pens which have one hundred mW are very dangerous and are a hazard.
The point of the pen is thinner
No they are not. The difference is the light. Laser pens will have the red shining light while the infrared pens won't have any visible light. The only way you will be able to tell if it's working (the infrared pen) is you have to test it against either a wiimote or camera lens for more information visit http://infraredpens.com/

There are many stockists of lasers in the UK. A good source is ebay if you are looking for a laser pointer. Another is laser pointers. Amazon is also a good source of different laser pens and pointers.
