Culturally and legally this is referred to as incest. This of course if for immediate family members. Keep in mind that in most American states, it is legal for first cousins to marry, and safe for them to procreate. Many people are still "creeped out" by the prospect, but it is what it is.

It is not illegal to arrange marriages, so I am not sure in what sense these marriages are illegal. However, your daughter cannot legally be forced to marry someone whom she does not wish to marry. If there is some kind of threat or extortion involved, such as, you will marry this man or we will kill you, then you can report it to the police. Your report should include the best corroborating evidence that you have; ideally, the threat should be in writing or email, or tape recorded, so that it isn't just your word against theirs, since they obviously will deny that they made any threat.
