Most locations place restrictions on how closely two individuals may be and still legally marry. You'd need to specify a location in order for us to give more precise information, but it's illegal to marry at least some family members almost everywhere, and likewise legal to marry at least some (distant) family members almost everywhere.

In the US, the single biggest distinction between locations is probably whether or not it's legal to marry your first cousin. In nearly all places, it's illegal to marry anyone more closely related to you than that, and in nearly all places, it's legal to marry anyone more distantly related to you than that.

Why is marriage not allowed among family members?

Culturally and legally this is referred to as incest. This of course if for immediate family members. Keep in mind that in most American states, it is legal for first cousins to marry, and safe for them to procreate. Many people are still "creeped out" by the prospect, but it is what it is.

What if you know of a family that arranges illegal marriages for other family members a ring of arranged marriages by a woman living in San Diego and my daughter is involved?

It is not illegal to arrange marriages, so I am not sure in what sense these marriages are illegal. However, your daughter cannot legally be forced to marry someone whom she does not wish to marry. If there is some kind of threat or extortion involved, such as, you will marry this man or we will kill you, then you can report it to the police. Your report should include the best corroborating evidence that you have; ideally, the threat should be in writing or email, or tape recorded, so that it isn't just your word against theirs, since they obviously will deny that they made any threat.
