yep, your not supposed to. In an intersection such as a stoplight it is illegal and you can get a ticket for illegal lane change.

you can cross them anytime you feel like going over them...however, legally, you can only cross them in case of an emergancy to get onto the shoulder, or while in a construcitn site only to avoid a collision. Other than that...if the line is solid, yellow or white, you are not suppose to cross it.
It may depend on how the road is posted by signs, but GENERALLY, it is forbidden to pass in posted construction zones.
