Europe is a continent so it has very different temperatures in different parts. The south of Europe can be very hot in summer, but the north of Europe would not be so hot. So it depends on where in Europe you are.

on average summer temperatures are mild in the Northern and Western parts of France - you may need to wear a light sweater some days and probably on the evenings. The Estern and Southern parts of the country have on average hotter temperatures and you can wear shorts and short sleeves though the summer - on the hotter days, local people avoid getting out after lunch, when the temperatures are really hot - sometimes scorching (you may experience 40°C or more)
