You can, but you won't get the same type of crust. Strong flour is merely flour that is high in gluten which makes for a strong stretchy dough.

No you cant use yeast to make rice but you can use it to make bread i think. Who would use yeast when making rice? Yes, you can use yeast in a similar manner with rice flour as you do with flour that's made from wheat.

That's impossible. Dough is made by mixing flour with other ingredients. There's no way to change it back.
If the dough is too runny, adding flour to it will make it easier to form and bake.
