Yes, but only through the application of strict training he received which gives him the means to fight crime as a whole, not just junior gangsters etc. The murder of his parents at the hands of 2 robbers who worked for local crime lords is his motivation and despite this he still will not kill. That is his resolve.

I am confident if you watch all of the movies, do some reading up on the net or better yet. The comic books. Also there are all the various Cartoons made over the years which affirm his commitment to being unflinchingly Good.
