It's been a while since I worked on a 1G Talon, but I believe the water Pump is located on the serpentine belt. It's the same belt with the crank shaft and alternator. No, you should not remove the timing belt.

If everything was fine before the new belt was fitted then the most obvious answer is that the timing belt has been fitted incorrectly and the timing is wrong.

on the front of the motor, it will have the sepentine belt around it I am working on my wifes' 1996 mercury mystique and the alternator is located behind the timing belt. If you are standing directly in front of your vehicle the timing belt is located to the left side of the motor and the alternator is located directly behind the timing belt.
