No, France is not a communist country. The French government (2012-XX) is led by the socialist party. François Hollande, the current president described himself as "social democrat".
The socialist party is and has long been converted to a free market economy, even though the French government doesn't like the "laissez-faire" capitalistic style of unregulated markets (the same is true for the French right-wing parties: you simply can't find someone supporting unregulated markets, dubbed "jungle law" here).
Regarding the government system, France is a democracy where leaders are split along a right/left border, and where elections frequently bring a change from slightly right to slightly left of the centre.
France's two main parties are the Union Mouvement Populaire (self-proclaimed to be a conservative party that supports fundamental rights and traditions) and the Socialist Party. There is one party that positions itself as liberal and centrist, the MOuvementDÉMocrate, but I don't even think they have one seat in the National Assembly.
