Any birds wings will grow back again so they can fly, you have to keep clipping them down and I suggest to do this you take them to a vet. If you clip to much or in the wrong way you can seriously injure the bird

Yes, the feathers will grow back, but it takes time depending on how short you trimmed the birds feather or if the bird is shedding it will grow back too, but again, it takes time.

*AuzzGirls answer* Thanks, but I didn't trim them. My budgie is a baby and her long tail feathers were ripped out, because she was climbing the wall of her cage with her tail feathers sticking out.

Don't clip them yourself though! Have a professional do it.

If a feather falls out or gets pulled by accident it should come back. If a bird has plucked itself bare it probably will not. Once a bird has started to pluck, it will probably continue.
