The budget for an animation studio will depend on the type of animation that is to be created. Animations can be made very cheaply with paper, pen and a secondhand camera or can cost a lot to produce a computer animated 3D movie which would require a room full of computers to render. Although it is possible to create an animated film using only free open source software. (See links below)

Other than a 1972 West German TV movie called Autos, I can't find any evidence that an animated movie called Autos even exists.
In common language, yes. Some may make distinction between a film as a specific format of recording a movie, though, as opposed to say an 'animated DVD'.
