They don't remove the graffiti, but instead use it just like tourists would use a map and "city guide" to understand the goings-on within a city. Many crimes have been solved by police detectives who have studied the "language and symbols" of graffiti. However, in opposition to the millions of people who hate graffiti, some groups consider it "street art". Some cities' councils have thrown up their hands and ended up setting aside places where graffiti is permitted.
