It's c minor (b-flat, e-flat, and a-flat), but in the harmonic form, so the seventh note (b-flat) is raised to a b-natural. That's why there seems like there should be a b-flat, but there isn't.

No scale has an Ab and an Eb alone, however the keys of Eb, Ab, Db, Gb, and Cb major and their relative minors all have both the notes Ab and Eb is degrees in their scale.
