No policy was really involved. Britain was taking American sailors on the basis that those taken were escaped British sailors. That was not true,in many instances but Britain felt it could do so, in part, because the government of Britain was trying to not recognize the independence of the American colonies. Britain went to war against the colonies in an effort to take America back as a subject colony. It failed to do this.

Not every British person in the colony was a loyalist. Many were, but some thought that the British government had no right to tax the colonies when the colonies didn't even have a representative in parliament,and therefore rebelled against England. They became known as patriots, and the ones who stayed loyal to the crown were called loyalists.
The rise of Gandhi on international stage has made many colonial powers fear that the freedom revolution could spread to other European colonies. They didn't want to encourage that by honoring Gandhi.
