According to a US congressional report, Pakistan has addressed issues of survivability in a possible nuclear conflict through Second Strike capability. Pakistan has been dealing with efforts to develop new weapons and at the same time, have a strategy for surviving a nuclear war. Pakistan has built hard and deeply buried storage and launch facilities to retain a second strike capability in a nuclear war.

It was confirmed that Pakistan has built Soviet-style road-mobile missiles, state-of-the-art air defenses around strategic sites, and other concealment measures. In 1998, Pakistan had 'at least six secret locations' and since then it is believed Pakistan may have many more such secret sites. Time and again, US agencieis and secret agencies of the world confirmed that Pakistan nuclear program is secure and fully secret.

In addition to possessing powerful Plutonium weapons, Pakistan also possesses advanced delivery systems, though these are mostly dedicated to short range targets (since Pakistan is mostly worried about India). Pakistan manufactures its own ballistic missiles and cruise missiles that can be fired from land, sea or air. It also manufactures its own Fighter Jet, the JF-17, which can be used to deliver nuclear bombs. This complements its already large fleet of advanced versions of F-16 and Mirage III/V fighters. In addition, it also manufactures its own submarine (Augosta 90B).

At the present, Pakistan is not believed to possess long range delivery systems such as ICBMs. However, Pakistan is notorious for producing weapons in secret and it is believed that the country does have the capability to build ICBMs.

In addition, Pakistan has responded to India's induction of a nuclear submarine by vowing to build a nuclear submarine of its own. If Pakistan does build a nuclear submarine, this would mean that it will attain a long range delivery platform capable of striking targets anywhere in the world.
