You basically just need to think about the society, the things around you, like people, politics, the things that are happening in your country, etc. It shouldn't take you that long to write a punk rock song. All you need, is to write something from your own experiences, for example, whether you are angry at the society, if something is annoying you, if you want to change something, make anarchy, etc. A punk rock song can be about anything, basically. If you listen to some punk rock songs, you will see that the lyrics speak about freedom, anarchy, society, politics, love, doing what you want, etc.
I'm not a professeional and I'm still inexperience with writing music still, but i have started a scream band and done alot of research. I recommend asking a professional, so they can better teach you, but if want to do this alone try looking up things in Google or other websites. Some things I found though, lyrics have no true form of rhyme but there is still some (ex. abab,aabb,aaaa, etc.). Sometimes lyrics dont have rhyme in them but usually the best songs do. Then making sure you stay on track with the theme is important. Put yourself into the music instead of just thinking what people want (put feeling in it not thought but make sure it makes sense because you dont want people confused on what your saying.) Then try different beats with it and see if it fits nicely and if you want to keep that beat then do it and just change the lyrics up so it fits. Dont be afraid of asking other people to read your lyrics because there comments can truly help, but make sure its your work and not theirs. I hope this helps just remember to practice as much as possible bc practice is key and what makes perfection.
