You can't, there's no whisper function, just general broadcast, unless you are on a multiplayer server which has a specific plugin to let you do it (the server will tell you how).

You can do a simple command:
/tell <player> <message>
it will show up in chat as <user> whispers:<message>
The default key for chat is T. After that, type anything you want then press enter. Other people should see it.
To talk as in typing you press t to open a chat box as for voice chat there is no such feature in minecraft
