your budgie must be young to hand rear!
it helps to start hand rearing them when they are only about one week old
all you have to do is hold them every day. when you hold them be careful when you pick them up. you do not want to squish them!
When you get them out of the nesting box you have to cover their head with your hand other wise they will go blind

handling a budgie can be hard work;
first you must build up trust with your budgid,
to do you for 3-5 mins keep your hand in the budgie cage.
once it is used to your hand get a treat for it, budgies love lettuce and mullet or carrot ect. in the end your budgie will come closer and maybe step on your hand.
now it has your trust let it out but make sure trhere are no windows or doors open and they can onlty get into one room! and make sure there are no other animals there. chat to your budgie, although they will not be able to understand you if you do it in a soft voice they will no its good.
this may take a week for you budgie to fully trust you.
now make your budgie go on the cage and slowy lay ur hands flat on the cage and move in towards your budgie it may take a while depending on how much your budgie trusts you. at some point he/she will step on your hand. and sit on your finger or neck or shoulder ect. it worked for me! The girl budgie would attack the new boy budgie and not the old girl budgie because she is used to the other girl budgie and is not familiar to the new boy budgie.
