It does not have a governor. Speed is controlled by the computer ECU which you cannot remove nor reprogram.
Best bet is to have the ecu from the car "flashed" at a speed shop that can do it.
With your situation it could be a couple different things. But what I think your should take a look at is the engine brain or ecu. If your ECU has went out you will get the same effect. The best your can is to remove it from under the passenger side dashboard. It should be a silver box and the ECU checked.
