my daughter's trac fone was stolen a few days ago. i just looked into what could be done on a cursory level. one site, www.compare-prepaid-cell-phones.com/Lost-or-Stolen-Tracfone.html , says as far as minutes, that any minutes added to a trac fone that is then lost or stolen will NOT be replaced or refunded by trac fone. it states that you can (somehow) suspend your account; however, you can only access unused minutes if you find the phone again.
there wasn't even any mention of a way to have the phone replaced... probably a pipe dream from a prepaid wireless co.
my only suggesstion: go to http://www.tracfone.com/, register for an acct. or sign in, fish around, and hope they post the reporting procedure info. on there somewhere - GOOD LUCK TO YOU :)
