there is a fuse dedicated to the running lights on the 96 Thunderbird. Check your fuse panel under the dashboard for the proper fuse and check to see if it is blown.
Adjust steering wheel outward and down to access the dashboard easier. Then with a special removal tool reach behind the side and back. Slowly lift out. The lights are located directly in back of dashboard. Replace them with new lights and return dashboard.
You have to replace the entire light unit. The bulbs are not replaceable. Try a junkyard or Ebay for used units.
I own a 1997 Isuzu Rodeo and had the same problem. I went to a local Isuzu new-car dealer and was quoted a price in excess of $100 to replace the burned-out dashboard lights. I was told that the cost is high because the top of the dashboard has to be removed in order to obtain access to the lights. I did not have the lights replaced. carlpers
