I recently bought an 03' Tacoma, which is the same generation. The backlight bulb for both the fan speed and heat control were dead.
The way to replace them is simple. Yank the knobs off and pry the plastic front plate off- be gently. There are two or three screws you must take out, carefull not to drop any. I droped one inside and had to take another panel off to retreive it. Fiddle with the assembily until it pops out enough for you to take the electrical connectors off. There should be two, one on each side. After that, you should be able to take it completely out. There is a plastic guard on the back which needs to come off. About six or seven screws hold it on. After you remove the guard, you'll see the IC board the three bulbs are in. to remove them, simply turn them and pull.
As for replacement bulbs themselfes, I'm stumped. I've tried the local auto-part stores, but they don't Cary them. I guess is to try a Toyota dealer.
The heater control panel on a 1998 Outback is all one unit with the vents that are above it. To remove the heater control panel, pull off the fan knob. Then, with a flat screwdriver gently pop out the thin piece of plastic below the heater control. There are screws here. The heater control and the vent cover can then be taken out by using the screwdriver to pop the clips holding it on.
