It is made from a soft rock called gypsum.The gypsum is heated to about 1500C to remove its H2O (water) content. It becomes a dry powder, with the chemical name gympsum hemihydrate or, more accurately calcium sulfate hemihydrate. CaSO4.1/2H2O
Elmer's Glass glue would work, but I'd recommend taping the back too.
Mortar is lime/sand or more recently cement/sand mixture used to 'glue' bricks and blocks together. Stucco is a decorative plaster applied to walls and ceilings to embellish the basic structure. Coving and ceiling roses are an example of ornate plasterwork. In a ddition to its use for bonding building bricks together mortar is used for surfaces to give a smooth finish, somewhat like plaster, this is called rendering in some locations. Stucco is similar in that it has aggregate added to give it a rough or textured finish.

Heat powdered gypsum to 150 degrees Celcius to form 2CaSO4.H2O (Calcium Sulfate Hemihydrate) which is plaster of paris. There are also plenty of substitutes depending on what it is being used for such as latex, epoxy, Sculpey, and much more.
