This will turn off the electric power to the fence for about 30 seconds. You have that long to get through the one hole in the fence (up and right of the conveyor belt).
Press the timer, run left, up the ore pile, and to the right across the conveyor. Jump through the hole in the belt and climb through the fence where the barbed wire is torn.
