He will give you a bike voucher, and then you can go back to Cerulean City and trade your bike voucher for a bike at the Bike Shop. (Although the bikes are offered for sale at the shop, the price shown is just over what any player can actually carry. Thus, the Bike Voucher is the only way to obtain a bicycle.)
At Goldenrod City, there is a small house with a sign in front of it. Then, inside talk the the man. He will loan you a bike, and give it to you if you use it a lot.
