How do you get Lugia in SoulSilver?

Before you look for lugia you need the silver wing which you get after saving the radio tower. After that to to Olivine City. Make sure you have a Pokemon lv 40 or higher and a Pokemon that knows surf and Whirlpool and Flash. You are going to surf until u find an island that which you need to enter by using whirlpool ( TIP: Make sure you have a lot of repels it saves you a bunch of time and it keeps your Pokemon ready for the fight again Lugia). Once you enter your gunna use flash to be able to see. The cave is a maze so your going to have to find your way through. Once you do you will surf down a water fall and enter another entrance. Surf again and at the end Lugia Lv40 is waiting.

a Good team for v.s Lugia:

!. Ampharos Lv 45 ( thunder, Fire Punch, Thunder Punch, Strength)

2. Dragonair Lv 43 ( Surf, Thunder, Waterfall, Blizzard)

3. Togetic Lv 38 ( Flash, Psychic, Fly, Fire Blast)

4. Typhlosion Lv 50 ( Dynamic Punch, Thunder Punch, Fire Punch, Fire Blast)

5. Umbrion Lv 24 ( Iron Tail, Pursuit, Hyper Beam, Headbutt)

6. Gyarados shiny Lv 30 ( Thrash, Whirlpool, Dragon Rage, Leer)

Best Tips are:

0: have him to Red HP without KO him, Save the game before you battle him

0: Have some kind of move to Paralyze him, it slows him on attacks as well as makes him easy to catch w/o the use of the Master ball (I have mine in an Ultra Ball)

0: the more times you throw balls at him, the greater the chance you can catch him (While low HP and status effect), so use weak/cheap balls at him first, then use whichever ball you want on him. Ultra Ball will only be the one you will actually be able to catch him in, not counting the Master Ball.

0: have a Defense/Spec Def Pokemon as your main to take the hits, so he will use all his PP. the one he will mainly not run out of is Extrasensory as its 30PP. Aeroblast and HydroPump are 5PP.

Additional Tip

0: Use an Ampharos Lv 37+ who has Thunderwave and Thunderpunch. Eevee's (Lv 38+) bite is super effective. I used a total of 2 pokeballs and 4 great balls and 1 ultra ball alternating, but the Great Ball was the one that caught it.

Go to one of the official Pokemon events, with the Pokemon game (only Ruby/Sapphire, Emerald, and Leafgreen/FireRed I think) and use the special machines they have there to get a ticket item, use it at the seaport to get to Lugia's island, and use a master ball.

That, OR Ultra/Timer balls, but it's well worth a master ball.

the same way u do in silva get the silva wing from the old guy in pwter city then go to the wirlpool islends (u need the HM6) go to the top right ilend till u see a wirlpool then use wirlpool then go through the cave till u get 2 a waterfull then go down it the go 2 the left till u see a door then go through the door surf around till u see him then prees the a button on him (hint best way 2 catch him is if u eather have lots of ultra balls or a master ball)

You first have to go to Pewter city in kanto. Talk to the man next to the store and he will give you a silver wing. Then go to the whirl islands and go in to cave that is at the top on the right. Use flash and walk up. Then walk right DO NOT GO DOWN THEN RIGHT! Use the latter and follow the path in till you get to another latter, go in it. Talk to the hold man at the bottom and walk down the ramp. At the end go into a opening. Walk straight, use surf in till you get to Luigia. Push a and you are battling him.

did this work for you? because when i talked to him he said "nobody believes me, but something lurks the resort area. It's the hidden ruler of the area! You have to believe me! If you believe me, whip out your super rod and go fishing. Who knows, you might catch the mind blowing ruler!

to get lugia on Pokemon heartgold, which is actually possible, you need to obtain the silver wing which an old man has in pewter city.

when you have got the silver wing, use fly to get to cianwood city in johto, (at this time make sure you have decent pokeballs in good amounts) and when you get there surf east, basically from outside the Pokemon center and in the north east sort of area, there is a cave (you should be in wirl islands which is the name of the cave by now.)

then when you finally arrive at the cave just navigate through which isn't that difficult, then yo will see lugia and hopefully catch it, good luck!

you have to find whirl island and you have to have the bell then the guy will let you through then go all the way down and the kimono girls will dance as soon as they put the bell on top of a rock thing [its not that big] they will keep on dancing and lugia will get out and USE SURF TO GET TO LUGIA

you can get baby lugia when you catch lugia and you use ditto to make a baby.
