There is no 'home page' on the iPad. It simply opens to where you last left it. If you want to have an icon on your home page that goes to Google, simply bookmark it and choose "Add to Home Screen".
You cannot use Google Chrome on your iPad. There is now a Chrome app available in the App Store. However, it's not a full version of Chrome, and it relies on the same page rendering software as Safari on the iPad.

They are little trackers that you pick up from websites so that they remember what settings you input on them and will function better when returning to the website. I don't think that cookies can harm and iPad, or any Apple product; it is Windows's platform that is vulnerable to some of the cookies' malicious qualities.

There are several suitable apps available (search for MSN in the iTunes App store) and the official Microsoft version is due any day now (See links below). Or get United MSN App, it's iPad only, not for iPhone, works quite well.
Safari is the built-in web browser for all iPads.
Restore it from a computer with iTunes. Safari is a core app and should not be able to be deleted or hidden. Unless you jailbroke your iPad. Then all bets are off.
