Uxie: Go to Lake Acuity. Surf to the island. Go inside. Press A in front of Uxie. Then,
the battle starts.
you pretty much ether use your masterball, or get like 50 ultra balls (put it to sleep, poison, paralize, etc.) and use the ultra and save your masterball.
Unfortunately, you cannot catch Lugia on Platinum. You have to use a cheat, or trade.
The best way is to try and use a Pokemon with a status effector then just throw ultras at them.
