It took me a few tries. You have to destroy the most powerful non-boss enemies in the game, complete hackers with 4 or 5 stages, sky dive to the control platform, defeat Dr. Nefarious, and destroy the bio-bliterator using the car with skies and hover-ships. And that's the end of the game.
