You can't anymore, Infinity Ward has taken off the nuke in care Package because it was considered to powerful to get from a care package

Its easier on a big map:- E.g. on Derail. Its easiest just to camp for the Harriers, put it on their spawn and let the Harrier work its magic. From there, you have pretty much got the nuke. The Harriers will get you the chopper gunner, then the chopper will easily get you to the 25 kll streak. Are you on PS3?
